In Texas, the Legislative Appropriations Request (LAR) is a biennial submission by state agencies to the Legislative Budget Board (LBB) in August of even-numbered years. This document outlines and justifies funding requests for the upcoming biennium from state appropriations, as well as any additional Non-Formula items requested. Furthermore, the LAR outlines performance goals and measures, provides capital requests, and requests any special provisions (riders). The LBB then reviews agencies’ LARs and recommends budget proposals for the legislature to consider as they develop the state budget every two years.
